I think the premise is wrong, the DNC has no interest in winning. Winning is only one avenue to plentiful corporate donations but works best when only used sparingly.
Enacting then is the hard part. It’s a lot easier to take things away then build the infrastructure for new things.

Yes! Pick the right hills to die on. Things like immigration and trans rights simply aren’t it. Whether they are noble pursuits or not, they are not supported by a majority of Americans. Can’t enact legislation when you can’t get elected. Reproductive rights ARE popular, and they made some headway before Republicans started to pivot away from some of their more extreme takes. Economy is ALWAYS going to be a top issue and needs to be a bigger talking point on how their policies will support it.

Now, it is simply a high school class president popularity game. In our current political climate, charisma and charm will win over policy every time.

Many people don’t really bother looking up what the actual problem is, they rather look for an easy scapegoat. And extremist parties are quite good at abusing that. They’ll tell you, that throwing out brown people will solve the housing crisis, when in reality, it is “investors” making money by buying and reselling homes for exorbitant prices.
TL;DR: Usually the solution isn’t “strict immigration laws”, it’s rather “eat the rich”.
