I notice that the article uses the word ‘militants’ to describe terrorists. Why is that?

I’m not surprised that a country’s intelligence or security agency would bug the phones of terrorist sympathizers. For France, the attack on the Charlie Hebdo office was an outrage. In Israel, Islamic terrorism is a much greater problem.
