Studying visa application

Hello everyone, I’d like to ask if this travel health insurance is valid for the embassy.
The embassy told me that I have to wait until July to issue me a visa because they cannot issue a visa more than two months prior to departure which is early September, this was in early may, however my colleagues who applied at the same time as me have already got it around a month ago. We are Erasmus+ students and we have the same papers and everything except for the travel health insurance.
So I wanna ask if they intend to reject my application would they keep me waiting for months? Or am I just overthinking?
