  5. Of course there was ‘serious damage’ to ‘nuclear sites’. Most of the nuclear sites are above ground. We’ve seen the damage.

    That’s **not** the same thing as

    a. Serious damage to the *nuclear programme* (i.e. efforts to make a bomb or achieve nuclear latency)

    b. Serious damage to Fordow etc as a result of the MOP bunker busters on one specific operation.

    I’m really not sure what the headline/article is trying to say. Or if it’s trying to say anything. This statement doesn’t contradict the claims of Khamenei at all. Not without further information that isn’t provided.
