1. At what point do we just declare them a failed state and airstrike the absolute balls out of these functionally terrorist organizations?

   Decapitation strikes actually work incredibly well, as long as you keep the pressure up. Al Qaeda is functionally gone because all the people capable of leadership are dead. So is ISIS. Not are cartel soldiers anywhere near as fanatic.
