Going to be taking an EIP train over the summer and will be bringing bags that won’t likely fit overhead. I’ve reserved seats that look like they’ll be in view of the luggage rack, do I need to get some kind of lock to secure them to the bags or is bag theft not an issue? I reserved seats 11 and 13. https://imgur.com/a/gAQbEqE

TL;DR – don’t lock it, no one will steal it even if it’s out of your sight.
I think I’ve never seen people locking the luggage on a train in Poland. You can do that, of course, for your peace of mind (but please do it so that it does not restrict other passengers from adding their luggage) but I don’t think it’s necessary. I simply cannot imagine someone stealing your suitcase on an EIP train.
Honestly, I would be more stressed if I locked the luggage, because I would fear that I will not unlock it in time before the train stops, or something like that.
If I had the luggage in sight, I would never lock it.
Don’t lock to the rack, but lock your luggage if it will make you more comfortable, a simple zip tie or an official password lock, your choice.
Anyway, I don’t think anything would happen. Poland is very safe.
EIP trains don’t have intermediate stops between Warszawa Zachodnia (West) and Kraków Główny.
If you board the train at Wschodnia (East) or Centralna, just keep an eye on your luggage when the train stops at the other Warsaw stations. It’s unlikely that anything will happen, though.
I’d still keep valuables and personal documents close to myself, fwiw.
