Răzvan Ungureanu has been promoted to Partner at EY Romania within the Tax Advisory department, effective July 2025. With nearly 17 years of experience in tax consultancy at EY Romania, Răzvan specialises in corporate direct taxation, both at local and international level.

He leads EY Romania’s international tax advisory team. His key areas of expertise include international tax planning, tax optimisation, business restructuring, tax compliance, and other aspects related to corporate taxation.

“Răzvan Ungureanu’s promotion to Partner within the Tax Advisory department highlights the increasing complexity of international tax matters and EY’s commitment to helping clients navigate today’s fiscal challenges. Tax systems worldwide have undergone major changes in recent years and are expected to continue evolving at an accelerated pace. Greater transparency around income and taxes paid across jurisdictions is now a key priority, especially as cross-border business has expanded significantly—often without a physical presence that reflects the true scale of operations in different parts of the world,” said Alex Milcev, Partner and Head of Tax & Legal at EY Romania.

“Digitalisation in tax is no longer optional. We are seeing a much larger volume of data that taxpayers are required to submit to the authorities, alongside the modernisation of infrastructure and how authorities interact with taxpayers. Taxes remain the primary source for funding public spending and investment, yet Romania ranks among the lowest in the EU in terms of tax collection as a percentage of GDP. This is already prompting government measures aimed at increasing taxes—and we are seeing such measures being introduced at this very moment. In this volatile environment, both nationally and globally, it is essential for companies to develop business strategies that address these challenges and opportunities. Our team will continue to be a strategic partner to our clients and the wider business community,” said Răzvan Ungureanu.

Răzvan Ungureanu holds a Master’s degree in Corporate Finance from the Bucharest University of Economic Studies and a Bachelor’s degree in Finance, Insurance, Banking and Capital Markets from the same institution. He is also a member of the UK’s Association of Chartered Certified Accountants (ACCA) and of the Romanian Chamber of Tax Consultants.
