Well neither of those countries borders the ocean in the north. Finland doesn’t because Russia stole that access.
It would most definitely worsen the situation as the only access Russia would have to the oceans would also be blocked by NATO, as the Marmara Sea already is under the Montreux Convention, only leaving them Vladivostok.
With Finland it’s even worse, as it is within spitting distance to St. Petersburg.
