1. Flash floods are notoriously difficult to predict, and you don’t need many people to apply an existing weather model to the collected data. I’m not pro-DOGE, but I don’t think you can put the blame on it: weather (and especially floods) forecasting is just unpredictable as of today.
   You can argue that the models won’t improve though, or won’t be properly fine-tuned.
