I doubt anything will come of this. It will probably end with a veto on giving up the veto power.
They can debate it all they want, nothing will happen.

It’s France and UK vs Russia and China with US on the sideline. I can’t see how this is supposed to work.
US will not give their power, China and Russia also won’t. So it’s 2:3?
If it’s not 3:2 then i don’t see what exactly supposed to happen.
Even if this is what happens, who going to stop let’s say US or China anyway? Their economic power would easily allow them to neglect UN.
It these members don’t have their veto power, the Security Council will simply lose its powers as countries will leave it. They you can have a world with less diplomatic cooperation and more hostile relations.
The USSR dissolved so no point having Russia as a security member, Russia is not the same political entity as the USSR.
