In an exclusive interview during Nor-Shipping 2025, held from June 2–6 in Oslo, Helena Rattus, Head of Maritime Development and Competitiveness Department at EST Flag, and Andrei Barotov, Chief Specialist of Maritime Competitiveness, share how Estonia is reshaping ship registration and maritime services to meet the demands of today’s shipowners.

“We designed these systems to be user-friendly and efficient,” adds Rattus. “Whether you’re applying for crew certification or registering a vessel, everything can be done online without unnecessary bureaucracy.”

In addition, Estonia’s innovative e-Residency program offers international shipowners the unique opportunity to establish and operate an EU-based company fully online. “Our e-Residency program is ideal for international shipowners,” explains Rattus. “It allows them to set up and manage their maritime business from anywhere, with full access to our digital services.”

Compared to other European flags, Estonia offers one of the most efficient and accessible ship registration processes.
