Has he actually committed any illegal acts or been directly involved in the Russia/Ukraine war? Or is it just that he’s a oligarch figurehead so they’re trying to send a message?

He’s been sanctioned by the UK for almost 3 weeks now.
(Jersey is not the UK, they have their own Government and parliament).
