It is only surprising for foreigners dealing for a first time with Home Office. After that you just get used to it, and be happy if it is the ”worst part” of your treatment ( as for example they didn’t lost it, or worst, lost all your documents and get you refusal of your request as you are unable to provide those documents HO just lost…).
This has been the norm in recent years! The UK’s visa process is a bad joke at a huge expense of all the guest workers that the UK desperately needs.
