You can demand that they fill the glass correctly. Beer must go up to the Füllstrich, the foam doesn’t count!

Looks like it’ll hit the mark, so it should be ok. In Köln, they serve with a lot of head because they say it helps to retain the carbonation. Of course, the glasses typically served in Köln are so small there should never be any risk of a loss of carbonation. Not enough head would be a bigger crime. Prost!🍻
Not in Germany and I think it is very rare to see. I generally see 1 sip above the indicator both in beers and wines so you can get them correct it easily

The amount of with all certainty expressed wrong knowledge is baffling. There is even someone posting a source and reading it wrong.
It is ok, IF the amount of beer is over the marker when the foam is settled, because the foam is beer too, but with the air mixed in it bigger than the liquid would be. Id assume it will be about 20 percent liquid of the amount of foam. To be honest this would be a close thing.
But its pretty common even in bavaria, in contrary what someone else commented. If you go to a beer garden in Munich youll get your Mass (1 liter) filled like 90 percent. If you wait for the foam to settle it would be slightly over the marker normally
when the foam has settled and the beer has not reached the line, you have got too little beer. If it settles and reaches the line, you have got the amount of beer you paid for.
