It’s used for cleaning the floors. You put the bucket on the top to fill it up easily and when throwing out the water, you can lift it just like regular toilet seat or pour it through it.
From my understanding, it is for getting rid of dirty water from the bucket after cleaning, without losing a cloth in a process. I cannot wait to be procent wrong 😌

So, when you eat a proper manly slovak diet, the puny western toilets are unable to accept the gifts of our behinds.
In order for the toilet to handle such might, one needs to install the ShitSplitter, which should divide the load into more flushable parts.

I had to have one in my brewery despite having full floor drains for cleaning tanks, floors, etc.
This is to prevent demonic shit from escaping the sewers. Dark stuff, my brother, make a cross sign in the air and slowly move to safe distance.

If you really need to take shit after being constipated for 3 days after eating a lot of halušky, you use this. It cuts the shit into smaller pieces so it doesn´t clog the toilet.
Janitor dumps dirty water in there from washing the floors and such.

That “web” at the top got same purpose as the one on dartboard – basically if you hit the bullseye you got 50 points.
