“…to promote the general welfare” seems pretty clear to me.

Which brings the question; What are they hiding?
Surely Nasa said that and not the snowflakes
It would be bad for a bureaucrat’s career.
Hopefully a member of Congress with access to the report will offer it to archive.org or some other organization willing to host it for the public good.
If they used taxpayer dollars to conduct the assessment, their report belongs to the people.
Orwell’s 1984 has arrived..40ish yrs. later.
So we paid for it but won’t get what we paid for.
Moral obligation died … And we still have the AI apocalypse to look forward to
