This proposal is propaganda meant to boost the Tories in the upcoming local elections rather than anything meant to be taken seriously. As the article mentions, the last time they tried this the EU said they’d abandon the entire post-Brexit trade agreement if they went through with it, and the Tories backed down.
Even at that, it seems nuts that they’re claiming they’re developing the plans in anticipation of a constitutional crisis they expect to be caused by the Unionist parties getting less seats than the Nationalist parties. Like, “let’s make plans to favour the Unionist parties’ position in the event that NI’s voters demonstrate that that position doesn’t have a majority!” Great plan, guys.

Surely this is appropriate usage of “they’re at it again”.
They can keep saying they’re going to do this a million ways to Sunday – they won’t, and if they did it would be political suicide.
