I was reading in Parque de Maria Luisa today when a guy sat on the bench I was on and asked for the time in a Spanish language. He may have asked for the time in his language to check if I was a tourist.
It took me a few minutes to sense something was wrong especially because there were many other benches he could have sat on so I took a photo. This is when I saw his penis and that he was touching himself. I was really disturbed and scared.
I didn’t want to escalate the situation in case he attacked me so I calmly packed up and found a woman to sit next to get her help to call the police. But she was French. I tried to call the police but accidentally called the local number (092) instead of the emergency.
I went to the closest national police station and I tried to make a report at the police station with the photo/video but they said it’s not a crime unless it’s around minors/children. They didn’t even ask for a copy of the photo. I’m really disappointed that this isn’t considered a crime. I was having a really great time during my first time in Spain, and I wasn’t expecting this response from the police.
I found out later that he approached another girl travelling by herself in the same area an hour before and asked for the time as well.
I was hoping they can keep a record in case it happens again but this did not happen. The next best thing I can do is put a warning for others visiting Seville.
Please watch out for a man in his 30’s, blue eyes, with a goatie/beard, carries a red bum bag and asks for the time. Please leave straight away. I have attached a video of him.

It’s a crime, police probably saw you where a tourist and didn’t give a fuck to do a report, fucked up. Im so sorry you experienced this in my country.

My gf had the same experience in the metro, he did his business and nobody cared. He dropped in the next station without any issues, she also called the police but they didn’t care.

Sadly it’s true, despite what others are saying it’s only a crime when it’s in front of minors or disabled people.
They (police) might be nice and turn around and “scare” him, but nothing serious can happen.
