1. Some context: BC is the Canadian province that decriminalized possession and consumption of hard drugs. BC has taken a progressive, compassionate approach to drug consumption that pushes for clean/safe drug use. Clean supplies of heroin and other drugs are provided to consumers at an estimated cost of $120,000 a year per user (Edit: $35,000 a year per user ($120k+ when you include staffing costs).).
