The Rīga Court District Prosecutor’s Office has handed over to the court a criminal case in which several foreign citizens are accused of illegal production and possession of a particularly dangerous psychotropic substance, 4-chloromethcathinone or clephedrone, in a large amount for the purpose of sale.

The members of the organised group were also charged with large-scale illegal transportation across the Latvian border of raw materials for the manufacture of psychotropic substances and with the acquisition, storage and transportation of equipment, devices, objects, materials and precursors for the unauthorised manufacture of psychotropic substances.

According to the indictment, in August 2024, to set up a large-scale production facility and a storage place in Latvia for the psychotropic substance, clephedrone, the members of the organised group purchased real estate in the Alūksne municipality and equipped it, as well as organised the purchase of substances and raw materials, their transportation and storage in a specially rented warehouse in the Mārupe municipality.

In this way, the organised group was provided with no less than 7,377.7 kilograms of acetone, no less than 460.6 kilograms of hydrochloric acid, as well as a quantity of 2-bromo-4-chloropropiophenone, methylamine and methanol, which has not been specifically identified in the criminal proceedings, for the manufacture of clephedrone.

The accused manufactured and stored no less than 497,556.7 grams of clefedrone in the premises of the production plant in the Alūksne region, which was seized by the State Police officers on 2 October 2024.

In total, six persons have been charged, five of whom have been remanded in custody.

The criminal case is expected to be tried before the Rīga City Court in August 2025.
