The route includes around 70 km of new electrified track from Hof HaCarmel station in Haifa to the area near Shefayim, following land acquisition and construction of dual tracks to boost capacity.

Budget and Infrastructure Expansion by Israel Railways

The Coastal Railway carries a $4.6 billion price tag and stands as Israel Railways’ most costly transport venture to date. It links with a national dual‑track network extending Tel Aviv, Haifa, and Beersheba to double rail capacity. Meanwhile, the Ayalon fourth‑track upgrade continues to relieve congestion on central routes.

Transportation Minister Miri Regev praised the Coastal Railway as a critical advancement, noting the 30‑minute connection represents real progress. She said the initiative supports Israel Railways in delivering its transportation revolution by enhancing links between metropolitan centers and peripheral regions. Director‑General Moshe Ben Zaken added that the project demands collaboration among stakeholders and will reshape travel habits nationwide.

The initiative aims to increase annual train journeys to 300 million by 2040, a five‑fold rise. Israel Railways plans to meet future demand with modern, efficient infrastructure and improved connectivity across the country.
