Hundreds of deliberate, purposely unreported breaches, multiple times the limit, spanning a significant timeframe and no immediate prohibition notice?
Tbf, my SEPA powers of enforcement knowledge is related to a different industry entirely.
Is there a salmon farming related reason they got to continue for so long after the inspection?

This entire industry is horrific
Obviously the legal argument I see for allowing them usage of water sources as farms is the same as normal mammalian farms who also regularly pollute everything including the water table.
Need to start handing out some % of global revenue fines for poor filtration systems.
Eco terrorists
Salmon farms pretty much have a free ticket to do what they want. They are horrendous polluters, destroying the eco system around them which I have seen with my own eyes. As for the farms themselves… most are still struggling to maintain a mortality rate of 60 %. Yes they are great for rural employment, hence the free ticket, but a lot more can be done to make them better as an actual farm. Salmon tastes like shite anyway.
