I would argue more that North Korean capabilities have improved since their nadir in the 1990’s, they have gradually improved their ground forces in everything from small arms to better artillery pieces and tank modernisations, their navy has been expanded to actually challenge solo South Korean attempts to invade the littoral zone around the North Korean shore. The North Korean economy has also reformed from its moribund state to one of reasonable competence given their situation, there is no more starvation and farming has been reformed, electricity generation is slowing increasing, their manufacturing base has expanded for both military and domestic goods, and they have a transactional ally in Russia who can supply them with raw materials they cannot domestically source.

    WMD’s aside North Korean conventional forces now can offer an extremely difficult challenge to South Korean forces in any invasion of the North such as decapitation strikes, and its possible although unlikely that North Korea might realise its desire for a second Korean war if particular geopolitical opportunities present and invade. North Korean armed forces might have that chance in 25 years.
