I have some video of the little girl (~~it’s a female, the Merlin is the smallest bird of prey in Finland~~ correction: it’s a Kestrel) washing herself in a puddle after the thunderstorm. This is one frame of the video a few seconds before she flew off. She sat on my solar panel array tending to her feathers and drying out in the sun.

That is a young kestrel, not a merlin.
The tail is too long, and a merlin does not have that distinct band at the end, and the pattern above the wing is not that of a merlin.

Edit: if you want to double check identification the people at r/whatsthisbird are knowledgeable. Try posting the picture there and they will give you a wealth of info through their taxonomy bot.
