The Cabinet of Ministers has adopted a resolution that allows sending "combat" summonses to conscripts and reservists by registered mail. Previously, such summonses could only be delivered against a personal signature.
Refusal to receive or failure to appear entails criminal liability.
This is stated in Government Resolution No. 916 of July 30, 2025.
The changes provide that a summons for conscription during mobilization and dispatch to the place of duty can be delivered in person against signature or sent by registered letter with a description of the attachment and notification of delivery – to the address of the place of residence.
This applies to individuals who have already passed a medical examination and professional and psychological screening (if necessary). If you refuse to receive a summons, this will be interpreted as evasion of mobilization.
Summonses were sent by mail in Ukraine back in 2024, but this did not apply to summonses for service. Until now, "combat" summonses were only delivered to individuals subject to conscription based on the results of the VLK against a personal signature.
