The research company Numbeo has published its 2025 Crime Index, and topping the list as the most dangerous country in Europe—according to the latest data—is France.

Following France, the countries where residents feel the least safe are Belgium, Belarus, Ireland, the United Kingdom, Sweden, Italy, Ukraine, Greece, and Moldova. 

How is the Crime Index determined?

It is important to note that Numbeo’s Crime Index does not use official police statistics, but is based solely on citizens’ experiences and perceptions, gathered through surveys. The questions include feelings of personal safety, fear of crime, perceived threats of violence, theft, and drug-related issues. Results are expressed on a scale from 0 (very safe) to 100 (very dangerous).

Several criteria influence the ranking. In addition to measurable levels of crime, subjective perceptions are also taken into account. Concerns about burglary, theft, or assault, as well as corruption and bribery, are all factored into the final score.

Where does Croatia stand?

Bosnia and Herzegovina ranks 14th out of 43 European countries, placing it among the more dangerous nations on the list. Germany also ranks poorly, sitting at 16th, while Austria is in 31st place.

In contrast, Croatia and Slovenia have secured favourable positions. Croatia is ranked 38th, and Slovenia 40th. For both countries, this suggests that, according to the study, residents generally feel relatively safe—especially compared to many Western European nations ranked far higher on the danger scale.

The safest countries in Europe, according to the index, are Andorra, the Isle of Man, Estonia, and Monaco.
