The Russian Federation is intensifying its efforts to influence Moldovan citizens living in European Union countries in order to interfere in the parliamentary elections scheduled for September 28, 2025. This was reported by the Moldovan president’s national security advisor, Stanislav Sekrieru, according to information from Politico.
Sekrieru noted that Moldovan officials have recorded a significant increase in disinformation campaigns targeting nearly 250,000 voters in the diaspora. He emphasized the resurgence of the Kremlin-backed “Matryoshka” network, which creates fake media outlets to spread false information.
“The campaign is designed to demobilize diaspora voters – encouraging them to stay home – and to manipulate those who do vote, pushing them to support a fake pro-European force.”

These fabricated messages, disguised as European media, aim to undermine trust in Moldova’s democratic institutions and sow confusion among the Moldovan diaspora.
The advisor also expressed concerns about possible violations during the voting on September 28, which could resemble those observed in previous elections.
“For example, fake reports of bomb threats at polling stations in European cities or organized protests abroad are intended to create an impression of dissatisfaction.”

He called on other countries to strengthen monitoring and response to any attempts to influence the electoral process before, during, and after the vote.
Recall that on July 30, Moldovan President Maia Sandu announced Russia’s preparation for “unprecedented interference” in the country’s parliamentary elections. According to her, the Russian Federation is already investing in several political tools to “push its people into parliament” and thereby undermine democratic processes in Moldova.
According to TV8, Russia has at least ten main instruments for interfering in Moldova’s elections.
