Are old houses really that much worse than passive builds even when you upgrade them with all the latest insulation and heating technology?

In a few years, it will be a legal requirement to do this. So your co owners won’t have a choice.
You could probably get a second opinion as it does sound weird that you would only make it to G with extensive renovation. Still, it might indeed require even deeper renovations and possibly installations of solar panels and changing the heating system to get an even higher rating. I think if you heat with mazout it is impossible to get a decent rating.
You need unanimity for things like windows, which all units may need to change. More structural, works such as roof insulation, most likely you only need simple majority.
