The Ministry of Agriculture has submitted a proposal to the government to declare an agricultural state of emergency throughout Latvia from 4 August to 4 November 2025, according to information published on the legislation portal.
“The harvest season has begun, but tractors are sinking into the fields, making both threshing and mowing difficult. The situation on farms has already become critical,” the Minister of Agriculture Armands Krauze said earlier. “Declaring a state of emergency will improve the situation of farms and help overcome this crisis more easily,” Krauze said.
President Edgars Rinkēvičs, meeting with Agriculture Minister Armands Krauze (Greens and Farmers Union) at his residence in Jūrmala on Monday, also called on the government to declare an emergency in agriculture, which would allow farmers to receive the necessary support more efficiently, the President’s Press Service said.
“There are two things that need to be done immediately and immediately. First, the government must declare a state of emergency in the sector. This is important from a legal point of view. It is also important as legal support for farmers. The second thing concerns the work of our revenue service and tax issues,” said President Rinkēvičs.
The officials also discussed ways to increase the resilience of the sector to the negative effects of climatic conditions and the European Commission’s proposal for the European Union’s multiannual budget for 2028–2034. The President pointed out that the Minister of Agriculture, together with the government and organizations representing the sector, must actively defend the interests of Latvian farmers. The officials also discussed current issues in coastal fishing.
The Ministry of Agriculture has indicated that since May, prolonged adverse weather conditions in Latvia have caused flooding of crops and plantations in many places, significantly reducing yields or completely destroying part of the harvest. Also, due to excessive soil moisture, agricultural machinery is often unable to access the fields, delaying or making it impossible to cultivate the fields and harvest the crops.
