  5. I am absolutely baffled how anyone could see ‘Dealing with prisoners on a case-by-case basis’ as anything but the perfect system. It’s literally the most accurate and fairest way of doing it. The only limit is time/money; both of which don’t matter much when we are only dealing with about 100 people nationwide
