I’m not expert but surely it would make more sense to have a central department of coppers purely for diplomatical and political security rather than take them from areas that need the additional support

It’s 1 guard who needs to stand there ? I don’t see how that causes a “crisis point”. If a lone guard responds to a domestic disturbance and gets stabbed in a separate incident that’s on them for sending a lone guard.
