Certain apps like ChatGPT for example don’t have the England Scotland wales flag they just use the United Kingdom flag, it maybe similar to that
Its not blocked per se, more like youtube doesnt support the newer flags in the emoji standard yet. It still knows its a flag, but the type isnt available so it shows the black flag.
