
This memory is from when I was like 5 years old, so please bear with me!
I'm from the UK, but around 2001/2002 my uncle gave us his old satellite TV box. When the subscription card ran out, we lost almost all the channels, but if you manually scrolled through 200+ channels of static, you would eventually reach some German kids TV channels. They had German dubbed versions of old Droopy and Popeye cartoons, as well as some NASCAR anime thing.
However, the one cartoon that really sticks in my memory is this one about a naughty boy. My mum walked into the room and asking "what are you watching?" in a sort of concerned voice because visually it was quite disturbing. I then distinctly remember replying "I think it's the German version of Bart Simpson". I don't think it really had any dialogue – it was about this naughty kid (maybe on a skateboard if I made the Bart Simpson connection) and he'd broken into some disused factory and there were skull signs everywhere. Visually though it was really fucked up. It had this really nasty dark green colour palette with dark black & orange scribbling. The character designs were sort of like Ed Edd n Eddy but way rougher. Think worker and parasite from Simpsons sort of vibe.
I've done some searching, and due to it being an analogue satellite box, I've confirmed that it was probably tuned in to 19.2°E, which gives the following channels:

Kika is the only kids channel on that list, though I suppose it might have been a regular channel that just showed kids shows in certain time slots.
