Before I moved in with my wife I had about 20 and I don’t drink tea or coffee.
I have almost a dozen for myself. Different mugs for different moods.

As some one who lives alone (I’m 41 and have lived alone for 14 years) people do really like giving the single/childless cat mum a mug as a gift.
Nice! I, myself, managed to smash 3 cups this morning alone.
The tea and coffee seem unnecessarily high up.
They multiply in the cupboard; it’s not her fault
I’ve got this same situation with my dad, he has stuff accumulated over a lifetime that he refuses to get rid of. I get that mugs may have sentimental value but he does the same for baking pans, teaspoons, and every random thing in-between, his kitchen is borderline unusable.

I was trying to explain what ‘souvenir tat’ was the other day to a French person, and how those shops stay in business. Used this as an example. ‘It’s how you end up with a cupboard full of more mugs than you could ever use.’
I live on my own too and I’ve got a similar amount. I’ve got mugs for different days, different mugs for WFH, different mugs for different drinks. Then some spare ones that are too nice to throw away, so guests get those instead of using *my* mugs.
And yet, there YOU are; in her house; in her mug cupboard … So it’s not just her – there IS, at least, one guest 😏😉
P.s. That is clearly The Mug Cupboard. You are NOT truly British if you dont have a Mug Cupboard. The Mug Cupboard is for – MUGS. So long as they fit in The Mug Cupboard, then there’s not “too many” mugs … In addition – beyond The Mug Cupboard – one Mug Tree is permitted. ONLY when it doesn’t fit in The Mug Cupboard OR on the Mug Tree can you make a case to claim that there are “too many” mugs. However, such claims are subject to fair defence, with a counter claim for exception to be made. Such exceptions include (but are not limited to): “Pen Pot” Mugs, Ornamental Mugs, and/or Sentimental Mugs.

I don’t think it’s up to you to regulate how many mugs your mum has.
I have easily 50 plus. Every mug is different and has a story. Some are gifts from friends that are very relevant to who I am as a person. Some I buy to celebrate victories in life and some because they are uniquely beautiful.
I have a lot of mugs living on my own. Some were gifts, some were souvenirs while travelling, some were freebies from work. They range in size and shape, and I’ll use different ones for tea, coffee, hot chocolate or cup a soups, and some are handy for cooking. I’ll probably have more soon, nothing wrong with that.

I’d say there’s room for several more. Single stacked mugs shows a lack of effort and interest in having the correct number of mugs – which we all know is too many to fit into the mug cupboard.
Is your mum me? I live with my husband but we have around 20 mugs or more as well, nearly all of them bought by me. You can never have too many mugs. Please buy her some cool mugs, find out what she likes and get her a themed mug, she’ll love it.
