You’re supposed to tighten the washer tube with a metal strap to the plastic hole. It’s common in apartments where there are no dedicated washer exhaust pipes.
Oh, I have never seen one quite like that. I would actually just break it with a knife fron the center and the pry it off. Plugging it in the future is not the problem, but oh lord jebus christmas if you break the part that the plug is in, you are going to have fun time trying to find a replacement part.

Just pry it with a knife. It does not matter if you damage the white part a little bit
easy way, grab it with pliers and twist and pull.
if it’s super stuck, unscrew the screw in the sink hole, then just pull the whole white part out and push it out from the inside with a long screwdriver or other tool.
Take a sharp screw, screw it in middle of black plug and pull it out.
If not, that piece cost like 6E in rautakauppa, though it is a bit tricky to install. Might recommend a pro to do it.
