David Rosner, a centrist Democrat who has served as a FERC commissioner since June 2024, was elevated to the top spot late Wednesday by President Trump. The move gives the Democrats a 2-1 majority, with two Republican appointees awaiting Senate confirmation.

Rosner is the third person this year to chair the Federal Energy Regulatory Commission. He follows Republican Mark Christie, who took the helm in April and then resigned earlier this month. Democrat Willie Phillips, chosen by President Biden as chair and then demoted when President Trump took office, resigned last spring.
“Energy lights our homes, powers our businesses, and we need it more than ever to grow the innovative industries of the future,” Rosner said following his promotion.
