
It seems Swedes are going to Romania to get a drivers license. What is the loop hole that allows them to do so? Is there no residence requirements or is it through bribes? (Asking for a friend)

Bribes are illegal in romania. I haven’t heard of such a thing in romania.

Here its much cheaper. The driving school costs about 400 euros, give or take and takes about a month to complete.
edit: also you need a residence in order to take the exam here. I work in the field and I’ve never heard of. swedes coming to Romania to take exams here.
As a citizen of an EU country you can live and work in any of the member states with full rights.
Which probably means that a driver licence obtained in any of the member states is valid/can be equivalated in any of the member states.
My guess is that in Romania you dont need to have your residence in the city you apply for a driver licence and is why they are doing it.
Also I have a feeling it may not be native swedes that are doing this . As the article mentions ” Another loophole used by the Swedes is to change the driving licenses from non-European countries”
I can tell you that in Austria you can make driver licence in your own language if you don’t speak german,only wen you find instructor who can do that in your language.
I really doubt people come to Romania to get their driving licence because it would cost about the same to live there for a month and travel there, plus who has time for that?
On the other hand, if Romania recognises driver licences from middle east countries that would be another thing. Sweden does not and you could just change your romanian one for a swedish one as i did.
So, the question is can you get a romanian driver licence in exchange for a non-eu licence if you are not a resident in Ro?
