depends on the incoterm doesn’t it? If it’s Exwork than the importer pays for everything ( transport + taxes) if it is DDP then the exporter pays for everything .
Importers but realistically, US companies/export countries will absorb most of it in the short term. Long term it’ll be passed on to customers. Companies used covid to increase costs for both good/bad reasons so they have some margin to play with. We’re used to taking on higher costs now.
