If you look at hotspotty.net’s map there are quite a few users in Luxembourg (at least in the city). I don’t know if you would ever get your investment back though. Delays are at least 6 months between order and delivery of hotspots, HNT price isn’t going up and more and more miners are going online who split the rewards between them.
I find the project interesting though because it builds a IoT network that’s going to be independent of any commercial providers.
