OP, where’s your source? I would definitely suspect such shady practices in Galway but some rando just shouting it from the hills is just hearsay.
Inform your local TD/council. Get a group together of likeminded Galwegians to also lobby said TD’s/councils. In short, bring them to task if indeed this is what’s actually going on in the middle of a housing crisis.

Posh people are making a profit from it so nothing will happen. Quality of life in this country has been plummeting because of the greed of the Irish “middle class”.
I remember when they brought in the new ‘rules’ over planning permission that Dublin City Council only brought on one extra staff member to deal with it. I can only imagine how few the rest of country brought on if any.

Everyone needs to stop using Airbnb wherever they go. It’s a parasitic company that is ruining housing for locals everywhere it has cropped up. It is not even cheaper than hotels or proper b&bs at this point, which all employ local staff, and so money goes back into the economy instead of into the pockets of greedy landlords.
Anytime you are aware of an Airbnb in your area, report it. The likelihood is that it is not a properly registered one and, therefore, is illegal. As OP posted, only 4% of Airbnbs in Galway are legal. In the time of a severe housing crisis, that is shocking.
Stayed in galway for a night before when I was traveling to clare and to be honest I found it utterly disgusting. There’s a little housing estate just off of the square and literally every single bedroom in every house is its own listing on Airbnb. I genuinely think of it any time I think of where the country is at now and feel nothing but pure separation and anger from our so called state.
Pretty sure 90% of the building I live in is for Air Bnb , I’ve literally never met the same “neighbour” twice and I’ve been here around 9 months
