Trump can declare anything he wants, and if California redraws the boundaries they can just ignore what Trump orders and ignore the Justice Department, and if needful ignore the SCOTUS and elect whomever they wish. The likelihood is that if Trump screws the country up badly enough by the 2026 elections the Republicans are going down the tubes anyway, gerrymandering or not.
