No shit, managers are focusing on their under paid overworked staff who might be tempted to take a fruit cup out the bin.

Not surprising really. If everyone who stole a chocolate bar got charged rather than getting a slap on the wrists we would be living in a police state.
UK govt needs to decide if it wants to cripple the highstreet and turn most stuff online, or if it wants to be accused of being authoritarian with heavy handed policing for a few years to get on top of this. It’s one or the other at this point.
I’m kind of surprised that 20% of shoplifting offenses result in a charge.
I think it’s more like 99%
