  9. A young teacher was killed in Washington, DC a couple of years ago by a violent repeat offender who should have still been in jail at the time.

  12. Too many mentally handicapped people that should be in an institution running around the streets and harassing people at stations, on trains and bus stops.

    It is a failed system that does not protect the innocent or the mentally ill.
