    In their lawsuit, states accused the administration of holding back money illegally, as the US constitution gives congress the rights to appropriate funding, and the Impoundment Control Act of 1974 bars the president from unilaterally withholding funds designated by congress.”

  2. So thousands of school district budgets and jobs all screwed up – for nothing? Restored money doesn’t magically fix everything they had to change up in expectations of lost funding. They may not have caused as much damage as they wanted, but they have caused a lot of damage, regardless.
