This isn’t good news. It seems like it might be giving people an opportunity to run for their lives at this point. Not sure if Ukraine is going to make it another year at this point without further support from the west. We all know the golden piss god king of my country isn’t going to help. Russia isn’t going to be kind when they sick their dogs on the population at the conclusion of this conflict. God protect the brave people of Ukraine.
I think they realized that if they keep people from leaving they will still leave except they are really gone.
Giving a bit more wiggle room is good for morale.
Definitely a lot will run for the hills but if people see that no one is chasing them as viciously as before, they might feel better and return.
Ukraine demographics does not have a lot of people in that age group. Most of them who had the means and/or the desire to leave have already done so.
The rest will still not be eligible for military service until the age of 25, and this conflict is unlikely to last that long.
On the other hand, these people are politically active (either of their own volition or coerced by other forces) and go on to participate in public protests, strikes and demonstrations, when as most other men are afraid of doing so for the (reasonable) fear of being mobilized directly on the spot and/or as punishment. The more of them leave the country the less young, energetic, eager and fearless participants those publicly held events are going to have, the better it is for the ruling class in Ukraine.
This can also be seen as a PR campaign in advance of future presidential and parliamentary elections, and trying to win some “democracy” points back with the west.
I also find it funny how the fact that these people being allowed to leave is being actively discussed and/or criticized, but not the original decision to forbid them from leaving. Like that was a completely reasonable thing to do.
