In some parts, yes, although illegal. In many regions the evening of 30th April is a night of partying and getting drunk, and there are occasionally instances of theft and even vandalism. I’ve never had these problems myself, but I am assured that it is sometimes a thing.

Never heard of it, and I lived in the Harz for some years. (I heard of the night of course, they try to make something touristic out of it, but never heard of the pranks)

Google says it’s a thing in “rheinland-pfalz” in my area it’s not.
Being from Rheinland-Pfalz, I did this as a kid. But even here not that many kids run around playing pranks. I always saw like 2-3 other groups of kids in my suburb playing pranks.

I live in Bavaria and it’s definitely a thing here. There’s a lot of shaving cream and toilet paper on the streets the next day.
I lived in the Harz mountains for a long time. Walpurgis is a thing there, but pranks that include damaging car are not.
If you have red hair you should be careful not to get burned though. 😉
