    Implementation in October: Simply impossible. Even if the Council were to agree on the latest version of the Danish presidency’s proposal on September 12th, the ordinary legislative procedure wouldn’t allow adoption in the Parliament before months.

    There also seems to be some confusion and inconsistency between the thread title and the body, as if one wouldn’t know whom to actually address.
