It’s related to snow plow cleaning roads. I think the red version tells plow drivers to stop pushing snow to the side (because maybe it’s a bridge with a road underneath and you don’t want snow falling down on cars).
The green version probably means „you can push snow to the side again“.
I think the “flag” on the right is an info for snowplows (plow down is safe), they also exist in red (move plow up due to height irregularities on the street).
