Shadow Home Secretary Yvette Cooper said: “It is an absolute disgrace that under this government horrific crimes are going without punishment.”
Since 2020, seven rape cases, five involving children, were dealt with by community resolution, Home Office figures show. There were 414 sexual assaults – 349 on girls and women. And 23 cases of grooming and 166 of exposure or voyeurism were resolved the same way. A criminal justice source said: “You wonder if it’s part of a mission to drive down costs.”
Officers say some of the offences relate to sex acts between children.
Dr Alison Heydari, of the National Police Chiefs’ Council, said: “Community resolutions and other out of court disposals are used in around one per cent of sexual cases.
They may be typically applied where schoolchildren share inappropriate images or in cases of sex between underage children. We have made it clear out-of-court disposals are not to be used in serious cases.”

Sammy, now 36, was horrified to learn South Yorkshire Police is still letting predators off the hook 20 years after officers agreed not to prosecute her main abuser.
Sammy was abused by Arshid Hussain when she was a young teen.
Hussain is now serving a 35-year prison term after an outcry forced a new investigation.
Sammy said: “I am furious. It is just insane. Why on earth would you allow a sex offender to say sorry and not be criminalised?
“I think it’s fine to use this scheme for something like shoplifting. But I am struggling to find words on how I feel about it being used for rapists.
“We are always told that lessons have been learned.
“In the case of South Yorkshire Police, this shows lessons haven’t been learned at all.

Clearly no one in this thread knows that the police don’t make this decision. In Rape cases the police have to approach the CPS for a decision (other then to decide on no further action, police can make that decision). The CPS would have decided that this is an appropriate disposal, NOT police.
No wonder so many people don’t bother to report this sort of thing because what’s the point of putting yourself through all that trauma when that’s the response. My niece got interviewed by the police when she was quite young as a man that had somehow got himself into her class’ WhatsApp group sent her a dick pic and asked her to send a photo back of her in her underwear in a full face of makeup. I think it’s important to note that Community Resolutions can only be used with agreement from the victim of the crime. If the victim of the crime does not want the crime to be dealt with this way, then it can’t happen and charges etc will be brought instead.
Personally, I wouldn’t be happy with a community resolution for a rape or sexual assault, but I can believe that various people would. The benefits include closure for the victim, no court appearances, so stress of the CJS, a quick resolution, and a chance to face your offender and tell them how the crime has affected you. This is very popular for minor crimes, but less popular for major crimes.
As I said before, I certainly wouldn’t agree to it, but just the number of cases alone over two years isn’t really a very helpful statistic? We would need to see the circumstances of the case and the victim’s views and experiences

Having dealt with many, many rapes, I’d make a very educated guess that the rapes are between two young persons. Who, have committed rape because of their age, rather than forcing the other to have sex.
