While second homes are often seen as investments, holiday retreats, or future retirement residences, critics warn they inflate prices, reduce housing availability, and harm local communities. Minister of Construction Branko Bačić recently highlighted that Croatia has around 600,000 empty apartments, which he says are weighing heavily on the real estate market and pushing prices upward.

The issue mirrors wider European trends, where rising property costs and overtourism have prompted tighter rental regulations. In Barcelona, short-term rentals have already been banned, while Croatia is exploring measures to boost affordable housing.
